The driver of a car that drove into a carnival crowd in Belgium has been charged with involuntary manslaughter, news agency Belga reported on Tuesday. The man, 34 is also charged with having involuntarily caused grievous bodily harm, Belga reported, citing the public prosecutor’s office. He is detained in custody.
