Where’s that I&R when you need it? I’m speaking of initiative and referendum. That’s the reform that swept the country in the last century – leaving out New Jersey, as reforms tend to do. Initiative is the process in which citizens gather signatures to force a referendum that the politicians won’t hold on their own. The referendum I’m thinking of would bring about an end to gerrymandering in the drawing of districts for Congress and the state Legislature.
