The European Union is to sanction Russian President Vladimir Putin and his foreign minister, Sergei Lavrov, diplomatic sources told dpa on Friday. The moves are included in a new sanctions package to be signed off by EU foreign ministers meeting in Brussels, despite disagreements about the strengths of the measures.
