Gov. Phil Murphy announced Monday he is ready to make Sarah Adelman the permanent commissioner for the Department of Human Services, a job she has done the past year in an acting capacity, overseeing a $20 billion budget and programs that serve more than 2 million people who are poor, living with mental illness, addiction and various disabilities.
