EU foreign ministers are to gather in Paris for an emergency meeting to respond to Russia’s deployment of soldiers to the Donbass region of Ukraine, the bloc’s top diplomat has announced. The response will “obviously be in the form of sanctions” EU foreign policy chief Josep Borrell said, adding he expects an unanimous decision on the package.
