The Ministry of Digital Development of the Russian Federation proposed to temporarily abolish fines for non-compliance with the law on the pre-installation of Russian software. This was reported in a press release from the department.

Earlier, we said that Russia legalized “parallel imports” – in other words, the importation of goods into the country without the approval of their manufacturer. Most likely, a considerable part of electronics will now enter the Russian Federation in this way, which means that vendors will not comply with the law on the pre-installation of Russian applications. Since the fines for this were entirely borne by the final seller of equipment, it was obvious that trading in electronics in Russia would become unprofitable and even illegal because of these fines.

Now the Ministry of Digital Development of the Russian Federation has proposed introducing a “moratorium on administrative responsibility for the sale of smartphones, tablets, computers, laptops and smart TVs that do not have domestic software pre-installed.” In other words, now sellers of electronics imported using the “parallel import” method can not be afraid of responsibility for the fact that the product is “not adapted” for the Russian market.

The law on the pre-installation of domestic software began to work in Russia on April 1, 2021.
