The Ministry of Science and Higher Education of the Russian Federation sent a directive to universities ordering them to transfer audiovisual content from YouTube to Russian video hosting sites – Rutube or VK Video. A copy of the letter dated March 30 was published by the Krasnoyarsk edition Ngs24. Obtaining similar requirements was confirmed by the Siberian Federal University and the Krasnoyarsk Pedagogical University; they noted that they already use Rutube and VKontakte.
The Ministry of Education and Science indicates in the letter the date by which the transfer of content from YouTube must be completed – until April 4, 2022.
At the same time, Roskomnadzor repeatedly urged Google to remove restrictions from the Russian media, including from the channels of the Internet publication “Political Russia”.
Roskomnadzor calls on Google to immediately stop any restrictions on the YouTube platform in relation to Russian media and resources, to ensure unimpeded access to information for Russian users in accordance with current Russian law.
According to Roskomnadzor, to date, “about 60 acts of censorship have been recorded against media pages, educational film projects, Russian public figures and organizations.” At the same time, from the end of February to the beginning of April, Roskomnadzor, at the request of the Prosecutor General’s Office and regional courts blocked there are more than 1,500 sites in Russia for spreading fake information about the actions of the Russian army and other violations.
