Provide key evidence to solve the case
Regarding this case, it still needs to be traced back to May 2018.
At that time, the tax department discovered that an import and export enterprise in Ningbo had received a large input invoice, the amount of which was as much as 29.75 million yuan.
The product name of this incoming invoice is the attitude stabilization controller, and its core is a chip.
The price is generally from tens of yuan to hundreds of yuan, and the slightly more expensive ones will reach thousands of yuan.
And the clue of the case is precisely in this – suspected of falsely opening tax fraud.
As the auditors stated:
If these attitude stabilization controller exports are real, they can be equipped with all civilian UAVs in the world.
As a result, the inspectors launched more in-depth investigations and visits, and as a result, a chain of tax fraud loomed.
But to prove this point, the inspection team of the Inspection Bureau also needs a key technical evidence to prove that these attitude stabilization controllers have the phenomenon of “low value and high report”.
Therefore, in September 2020, the case inspection team was introduced to Professor Shen Wei.
In the introduction of “Qianjiang Video”, Professor Shen Wei said:
For any chip, it has a corresponding datasheet (something), which we generally call a specification.
We judge whether this chip is consistent with its specification.
In order to find such critical evidence, Professor Shen Wei followed the inspection team to visit Shenzhen to obtain relevant product information.
After returning to Hangzhou, Professor Shen Wei and the engineers started to develop test tools.
However, the test results were quite shocking.
Professor Shen Wei found that it is impossible to program code on these chips:
Initially we suspected that an old chip was being used.
However, the chip doesn’t move at all. Or it’s just a model that doesn’t do anything.
In other words, the chips involved in the case are completely unable to achieve the functions of the software listed in the product manual.
In Shen Wei’s words, “this is a crazy scam”.
Professor Shen Wei provided rigorous key evidence from a technical point of view in this case.
It is understood that the case involved 54 enterprises across the country, and a total of 2.773 billion yuan was recovered for the country.
In view of Professor Shen Wei’s contribution in this case, he also received a letter of thanks from the First Inspection Bureau of Ningbo Taxation Bureau.
